The Ryan White HIV/AIDS Treatment Modernization Act was signed by President George Bush in December 2006, providing funding for AIDS Drug Assistance Programs (ADAPS) in all 50 states, Washington DC, and the Commonwealths of Puerto Rico, the US Virgin Islands, and Guam. These ADAPs provide life saving HIV treatment to low income, uninsured, and underinsured people living with HIV/AIDS. Unfortunately, the call for these ADAP services exceeds available funds. As a result, 4 states have growing ADAP waiting lists and several other ADAPs have been forced to employ cost cutting strategies in order to provide services. Alaska, Montana, Puerto Rico, and South Carolina have growing lists of HIV positive people waiting to access ADAP services. And while these people wait their HIV goes untreated.
